Like many parts of Southern California, Laguna Niguel was first settled as a Mexican ranchero after the state was annexed by Mexico in 1821. Later, as American territory in the 1890s, the area became part of an extensive stretch of land held by the Moulton Company, which would be carved into numerous Orange County communities during the 20th century. 1959 marked the beginning of today's Laguna Niguel, when the Laguna Niguel Corporation was created, embarking on Laguna Niguel's master plan. The city became known as one of California's first master planned communities, a development trend which now defines much of Southern Orange County real estate. Avco Community Developer continued the Laguna Niguel vision when it acquired the master plan in 1971. By 1989, Laguna Niguel was a steadily growing small city when residents voted in favor of incorporation.
